No. CLU-M-388/8/7/2023-2TCP  Dated: 17.05.2023 made Amendment in Industrial Licensing Policy dated 01.10.2015: Policy regarding grant of licences for development of Industrial colony in Industrial/Agriculture zone in view of Enterprises Promotion Policy- 2015

Haryana, Town and Country Planning, Department. foreword its copies to  the Secretary, Council of Ministers, Haryana with respect to U.O No. 9/76/2023-2Cabinet Dated 11.05.2023, affirming the implementation of the decision taken in the meeting of the Council of Ministers held on 09.05.2023 w.r.t the subject cited policy.

Regarding approval of zoning of licensed colonies where layout plans stands approved with density of 18 persons per plot before issuance of order dated 23/02/2023

  1. All fresh Stilt+4 Building Plan approvals in residential plots have been kept in abeyance vide order dated – 23/02/2023. including the application pending / received for approval. Also the Government has Constituted an Expert Committee of the officers vide order dated 16/03/2023 to examine the issues pertaining to construction of Stilt+ 4 floors comprehensively and to recommend future of action in the matter .However the expert committee is yet to submit its recommendation report.
  2. Now application have been received for approval / revision of zoning plans where the respective layout plans have been issued at the time of grant of License , before issuance of order dated 23/02/2023 , considering density of 18 persons per plot ( i.e 4 dwelling units) and do not fulfil minimum density of 240 PPA as per Deen Dayal Jan Awas Yojna Policy-2016. If the density of 13.5 persons per plot ( i.e 3 dwelling units ) is considered .
  3. The matter has been deliberated and decided such cases where layout plan stands issued alongwith license with density of 18 person plot (i.e 4 dwelling units) and do not fulfil the minimum density norms of 240 PPA on the basis of 13.5 persons per plot (i.e 3 dwelling units) , may be considered for approval of zoning plan with 13.5 persons per plot in relaxation of the density norms in DDJAY Policy 2016 , considering fait-accompli. However it is proposed that while approving such zoning plans , the following may be incorporated as zoning clauses:-

a) No. of Dwelling units permitted on each plot : 3

b) Provided that in case the decision dated 23/02/2023 to keep abeyance the approvals stilt+4 dwelling units is revoked by the competent authority and building plans approvals for such                        stilt+4 units is allowed . the Number of dwelling unit permitted on each plot shall be restored to 4 dwelling units.

New Policy Regarding Stilt+4 floor approval in Haryana

Haryana Government has decided to keep all fresh Stilt + 4 building plan approvals of Residential Plots in abeyance, including the apptications pending/received for approval.
Accordingly, it is hereby ordered that no new Stitt + 4 floor building plan shall be sanctioned till further orders. However, it is clarified that all earlier sanctioned Stilt+ 4 building plans shall be valid. Further, G+2 Floor and Stilt+3 Floors building plans can be applied for approval as per the prevailing guidelines. These orders shall apply to all departments across
the state viz. TCP, HSIIDC, ULB and HSVP. A core comity is made to discuss on approval of Stilt+4 floors. It may be possible that Officials of Haryana Government at some particular area or at some particular road with Stilt+4 floors will be allowed. Approval of Stilt + 4 floors are now stopped till new order.

Definition: A wall which is constructed to support the above slab or other building elements in a structure is called a load-bearing wall.

  • Retaining Wall: It provides lateral support. Installing a retaining wall has many environmental benefits like reducing erosion and protecting areas from being saturated. It is also known as revetment or breast wall.
  • Masonry Wall: Masonry is the most durable part of any structure. It allows for unlimited architectural expressions. They provide strength durability. Masonry wall also helps to control the temperature in indoor and out. Also, it increases the fire resistance. Lateral stiffness of the masonry wall is very low.

WHAT IS NON-LOAD BEARING WALL .

Definition: A wall which doesn’t help the structure to stand up and holds up only itself is known as a non-load bearing wall. This wall is also referred to as Curtian wall”.Main Features: Followings are the main features of non-load bearing walls:

  • A non-load bearing wall doesn’t support floor roof loads above.
  • It is not a part of the structural frame system.
  • Most of the time, they are interior walls whose purpose is to divide the floor into rooms.
  • They are built lighter to reduce the dead load of the structure.
  • One can remove any non-load bearing walls without endangering the safety of the building.
  • Non-load bearing walls can be identified by the joists and rafters.

What is Column?

  • We knew that in a framed structure A vertical structural member which can transmit the load from the slab, beam along with its self-weight to the foundation is called column.

        • A vertical structural element, with a combination of steel section & concrete it is called as encased or composite column.
        • The composite column mostly provided for truss structure to avoid the steel corroded by any type of chemical.

        Circular Column

        • The bending resistant is higher than square/rectangular column.
        • It occupies the lesser area.
        • Square/rectangular column reinforcement minimum 4 nos of steel will be places in the corner but in a circular column provide more than 4 nos.
        • Mostly in building circular column provided for the aesthetic purpose.
        • Economically it is little high to compare to square or rectangular column.
        • Y-type Column
          • These type of column mostly using for bridges construction.
          • The design of bridges to sustain the dead load of the structure & live load of the vehicle motion, the load was eventually distributed to the column.

What is high pressure laminate (HPL)?

HPL is a manufactured composite material.

It consists of printed decoration paper fused to multiple sheets (6-8 pieces) of Kraft paper saturated with a synthetic thermosetting resin.

A curing or thermosetting process combines the sheets using heat and high pressure (more than 1,000 PSI) to form flexible, single, high-density laminate sheets. The raw materials include Kraft, printed decorative and overlay papers, and thermosetting synthetic resins.

Kraft paper is the core material and determines the product thickness. The decorative paper determines the design and color, while the overlay paper improves the resistance of materials regarding abrasion, scratch and heat.

High Pressure Laminate (HPL) Specifications
